The convention played is the better minor where if the opener has
at least 13 points and a 5 card major, that's the bid.

If the responder has 6-10 points and 3 cards in that suit, he responds.

A minor suit open means no 5 card major , has at least 3 cards in
bidded minor, and asks for a 4 card major.
